3)        Provide effective assistance to the CGF Programme Officer by tracking and reporting programme expenditures on a regular basis;

4)        Coordinate with the CGF Programme Officer, CGF Programme Assistant, and Country Programme Manager on procurement, contracting, and finance issues, and provide oversight to the Programme Assistant on these tasks;

5)        Follow-up with UN Women ESEARO and project teams on procurement and payment issues where needed;

6)        Organise and assist with meetings, workshops, training sessions, presentations and other events;

7)        For meetings, workshops, training, and presentations to be conducted outside of Beijing, where possible ensure through liaison with partners/contractors, that arrangements are complete and details have been communicated to all participants; and

8)        Represent CGF at meetings as designated by the CGF Programme Officer and/or Country Programme Manager.

D. Other

-- Undertake other duties to assist Programme implementation upon request, as assigned by the CGF Programme Officer and/or the Country Programme Manager.

Qualifications, Skills and Attributes:

a)        Bachelor’s degree in related field, e.g. women’s studies, social sciences, economics, law, public administration or management; qualifications in the fields of gender and/or development highly desirable and will be an advantage.

b)        Knowledge of Gender issues in the Chinese and global context.

c)        Minimum 6 years of relevant professional experience, including a minimum of 2 years project management with an international organization on development projects.

d)        Demonstrated project management skills and familiarity with the results-based approach.

e)        Experience and knowledge of UN Women or the UN system highly desirable.

f)          Excellent command of both spoken and written English, including high-level report writing skills.

g)        Excellent communication skills and good human relations skills, especially the ability to relate to a wide range of team members and partners from varying cultural backgrounds.

h)        Progressive thinking; demonstrating initiative and responsibility; ability to work as part of a team and also to achieve work outputs with limited supervision; and a pro-active, energetic and innovative approach to work.

i)          Ability to manage time in multi-tasking and conducting parallel activities, to meet deadlines.

j)          Good working knowledge of computer programmes including MS Word, Excel and Power Point.

Training on Convention on the Elimination of All Forms of Violence Against Women (CEDAW) - United Nations Theme Group on Gender

Background

The China Gender Facility (CGF) was set up in September 2004 by the UN China Theme Group on Gender (UNTGG) with the objective of advancing gender equality and women's empowerment in China.[1]. The CGF operates within the context of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) an international framework for protecting women’s rights. The overall goal of the facility is to contribute to the achievement of the UN Millennium Development Goals and the reduction of gender inequalities in China

Since its inception, the CGF has been providing support for strategic action and generating models of good practices on gender equality and women’s empowerment. The CGF has contributed to broadening awareness and understanding of gender equality issues and concerns, advocating for gender responsive policies and laws, promoting women’s access to services and developing sustainable capacities for continued progress on gender equality. Grantees, comprising government and non-governmental organizations, have engaged diverse actors, such as policy makers, academia, women’s and rights based organizations, indigenous communities, and the media.

The CGF awards grants through an open and competitive process. The Facility provides grants of approximately 30,000- 45,000 USD to government, local and national civil society organizations and academic institutions in mainland China to fund innovative and catalytic proposals that support research on contemporary gender issues, and/or advocacy and dialogue leading to the integration of gender into Chinese development plans, policies and programmes.

Composed of contributing donors, a Technical Advisory Committee (TAC) has been formed to make the key decisions and to monitor CGF implementation. Currently, the TAC includes: UN Agencies (UNICEF, UNFPA, ILO, UNDP, UNESCO, WHO, UNAIDS and UN Women), and bilateral donors (AusAID, CIDA, Netherlands, SIDA and France).

Purpose

As the executing agency of China Gender Facility, UN Women provides technical assistance to all grantees. In addition, based on their needs, UN Women provides capacity building workshops so that grantees are equipped with knowledge to conduct findings and advocate their findings to the public, government and media, promoting women’s empowerment and gender equality in China.

The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), adopted in 1979 by the UN General Assembly, is often described as an international bill of rights for women. Consisting of a preamble and 30 articles, it defines what constitutes discrimination against women and sets up an agenda for national action to end such discrimination. The Convention is the only human rights treaty which affirms the reproductive rights of women and targets culture and tradition as influential forces shaping gender roles and family relations. It affirms women's rights to acquire, change or retain their nationality and the nationality of their children. States parties also agree to take appropriate measures against all forms of traffic in women and exploitation of women.

Since the CGF operates within CEDAW, it is very important for CGF national partners to know CEDAW so that they can use CEDAW framework to do research and advocacy for gender equality in China. Therefore, a CEDAW training workshop has been planned for CGF national partners in early June 2011. UN Women is looking for a highly-qualified international consultant to deliver the CEDAW Training.

The tasks of the consultant will be:

-         S/he will prepare the training materials and submit them to UN Women China Office for review and translation into Chinese at least 2 weeks in advance of the training;

-         S/he will conduct a 3-day training on CEDAW using a participatory approach for the UN China Gender Facility grantees (approximately 45 people);

-         S/he will conduct the training assessment and submit a final training report to UN Women China Office.

Timeframe & Remuneration

The Consultant will be contracted for the period from 16 May to 17 June 2011, during which s/he will work no more than 8 full-time days on the tasks described above and be remunerated according to established UN Rates for the actual days worked. Travel costs incurred for the purposes of this consultancy will be reimbursed or paid upfront by UN Women.

The honorarium will be paid upon submission of the final report and successful completion of the assignment as approved by the UN Women Country Programme Manager.  

Qualifications

·         Extensive in-depth knowledge on CEDAW and other Human Rights Conventions;

·         Extensive in-depth knowledge on CEDAW Conceptual Framework of the Convention, Mechanisms for Monitoring and Enforcing CEDAW; Practical Application of the Framework and Substantive Provisions of CEDAW, and Domestic Application of CEDAW etc;

·         Substantive knowledge on other International Instruments and Mechanisms that supplement and complement CEDAW;

·         Extensive knowledge on Concluding Comments on China’s combined 5th and 6th CEDAW Report;

·         Experienced in conducting CEDAW training;

·         Substantive knowledge on other gender-related international documents such as MDG, and BPFA etc;  

·         Excellent training skills, especially participatory skills;

·         Excellent communication skills;

·         Native or near-native ability in English; fluency in Mandarin Chinese an asset;

·         Sensitivity to and experience working in other cultures; previous experience working in China an asset.
